Dig out the old wood area down to clean, undamaged wood. On this wooden rudder, a previous owner had filled an area damaged by careless interaction with an outboard motor propeller using a nonwaterproof wood filler not made for immersion in water, and the patch had had softened and come loose.
We're testing Elmer's two-part epoxy-based wood repair system, but any similar epoxy putty product would work similarly.
